the most commonly asked questions. It does not cover all of the regulations which govern the use of the City's facilities at
all of the City's lakes.

REQUIRED PERMITS
-
- Permits are required for Fishing, Trotlines, Jug lines, Hunting, Boating (all vessels), Skiing, Tubing, Camping,
Pavilion use and Mountain Biking and are available at concessionaires.
- Permits can be bought at each Lake concession and are good on all four
City-owned lakes that allow the activity for which they were purchased.

NO SHOTGUN STARTS ALLOWED.
- Oklahoma
residents who are either eligible to purchase or in possession of a Senior
Citizen's Lifetime Fishing License are exempt from purchasing a City fishing
permit.
- All non-residents, beginning with the start of the calendar year
in which they reach age 64, will be exempt from purchasing a City fishing
permit.
- Persons under the age of 16 are exempt from purchasing a City
fishing permit.
CLEAR CREEK LAKE

BOATING
Boat Permits
- Boats, surfsails, canoes, sailboats, paddleboats, and rowboats require a
fishing boat permit.
- Jet skis, ski boats, pleasure boats, wave runners and similar type crafts
require a ski boat permit. Ski boat permits also entitle the permit
holder to use the vessel for fishing.
- Pontoon boat operators must purchase a permit for the activity for which it
is being used (i.e. fishing/skiing).
- The Licensee agrees that the City of Duncan is released from any and all
claims for injuries or damages incurred by the licensee while on the
premises of the said City of Duncan; the Licensee agrees to indemnify
the City of Duncan from any and all claims for damage to property, or injury
alleged to have been received or sustained by anyone, as a direct or
indirect result arising from negligence on the part of the Licensee, and
agrees to defend any and all suits filed or prosecuted against the City of
Duncan and to pay any and all judgments, together with court costs,
attorney's fees, and all expenses defending such suits.
Life Preservers / Personal Flotation Devices (P.F.D.)
- All vessels must have a U.S.C.G. approved P.F.D. on board for each occupant. The P.F.D. must be in good and serviceable condition, and of the size suitable to the person who is or will be wearing it.
Additionally, all boats must have one (1) Type 4 Throwable P.F.D.
- A ski belt is not a U.S.C.G. approved P.F.D.
- All persons 12 years of age or younger must wear a P.F.D. at all
times they are in any boat which is upon the waters owned by the City of
Duncan.
- All operators and passengers of a vessel less than 12 feet in length must wear a P.F.D. at all times. A U.S.C.G. approved throwable P.F.D. must be aboard each vessel.
- All persons on a jet ski, canoe, surfsail, or sailboat must wear a U.S.C.G.
approved P.F.D. at all times.
Boating / Vessel Operation
- All boating on city-owned lakes shall comply with the Oklahoma Boating
Safety Regulation Acts as amended in addition to the following requirements.
- All boats must have proper markings as required by the Oklahoma Boating
Safety Regulation Act, whether privately or otherwise owned.
- All operators of a boat, jet ski or similar type craft shall be at least
sixteen (16) years of age unless accompanied by an adult over the age of
eighteen (18) years of age.
- All motor boats and sailboats operating at night shall be equipped
with a combination of red (port) and green (starboard) lights, along with a
white light (stern) clearly visible at all times to other boats in the
vicinity.
- Lights shall be kept burning at night at all times while the boat is in
use, whether running or anchored.
- All motorized boats shall have a U.S.C.G. approved fire
extinguisher.
- All motor boats shall not come within two hundred (200)
feet from an anchored boat, boat picking up skiers, fishing boat, and any bank
or manmade object (i.e. boat docks, fishing house, swimming dock, draw-down
towers or spillway areas) unless coming to dock.
- All watercraft shall observe a speed not to exceed forty (40) miles per
hour in the daytime and a speed not to exceed ten (10) miles per hour after
sundown.
- Motor boats shall be allowed in necks or bays only for the purpose of
fishing and shall move at idle speed only.
- Bass buggies, canoes and bass buster type boats shall not be operated in
open waters. They are confined to necks and creek areas. A fishing
boat permit must be obtained for these craft before they are placed on the
water.
- Boats shall not be allowed to drift unless fishing.
- Drinking or transporting beer or any alcoholic beverage in any vessel upon
the water is prohibited.
- No boat shall be overloaded at any time. The judgment of the Lake
Superintendent, Lake Officer, or such appointed person shall be held
final. All boats used on the lakes shall be declared legal or illegal by
the Lake Superintendent or appointed person or persons.
- Idle speed only within 75 feet of the shoreline, within 50 feet of another vessel, in posted no wake zones, and within 50 feet of boat ramps, docks, piers, or anchored or moored vessels.
- Occupants may not sit or ride on the sides of a vessel, covered bow or the back of any seat, or stand while under way at any speed greater than idle or trolling speed; unless the vessel is specifically designed for standing.
- No vessel shall be operated within 100 yards from any dam structure on any lake.
- No vessel shall be left unattended except when attached to the bank of the lake.
- No vessel shall be moored or attached to any waterway marker or municipally owned buoy.
- Barges shall not exceed ten (10) feet by twenty (20) feet and are only
allowed on Lake Fuqua and Lake Humphreys.
Navigation Rules
- All boats shall move in a counterclockwise direction.
- Sailboats, rowboats, and other non-powered vessels have the right-of-way over
motor propelled vessels at all times.
- When approaching at right angles, the vessel approaching on the right side has the right-of-way.
- One vessel may overtake another on either side but shall grant right-of-way to the overtaken vessel.
- Any vessel meeting another vessel shall stay to the right of the other vessel.
Personal Water Craft
- Jet skis and similar crafts require a ski boat permit and must be operated
in accordance with ski boat and jet ski rules.
- Jet skiers must be at least 16 years old.
- Jet skis and similar crafts shall be operated in a safe manner for
participants and others around them.
- Reckless, unsafe conduct is prohibited! No circles, doughnuts,
zig-zagging! (Note: Jet ski rules are somewhat relaxed at
Duncan Lake. Read the special rules for Duncan Lake Only.)
- Personal water craft must be equipped and operated as any other powered vessel in its class, (e.g. You must have a sounding device, horn or whistle).
- All operators and passengers must wear a U.S.C.G. approved personal flotation device.
- You can not stand up while operating your personal water craft at greater than idle speed unless your craft is designed to be operated standing up. (If it has a seat, it is not designed for stand up operation.)
Skiing, Tubing, Surfboarding
- All water skiing and pleasure boating is confined to Clear Creek Lake and Duncan
Lake only. Hours of operation is sunup to sundown only.
- All skiers, jet ski or similar type craft operators shall wear a U.S.C.G.
approved P.F.D. at all times.
- All towropes shall be at least fifty (50) feet in length.
- When towing a person with a vessel you must have a spotter, in addition to the vessel operator, who is at least 8 years of age and in a position to observe the progress of the person being towed.
- If the towing vessel is equipped with an efficient wide angle convex rear view mirror, a spotter is not required.
- All towing of persons shall be in a circular counterclockwise manner (left turn only). Towing of persons is not allowed at night.
- Towing of persons is allowed within the area marked by buoys only.
- Ski boats shall tow no more than two (2) skiers at any one time. When
one skier falls, the other should drop with them for safety purposes.
Restricted Activities
- All water skiing and pleasure boating is confined to Clear Creek Lake and
Duncan Lake only.
- Barges are only allowed at Lake Fuqua and Lake Humphrey.
- Parasailing or similar activities are prohibited.
- Pets are not permitted to enter the water and must be on a leash.
- Glass beverage containers of any type are prohibited.
- Use of or drinking beer or alcoholic beverages, drunkenness, gambling,
engaging in disorderly, unchaste, or lewd conduct, habitual loafing or
sleeping on the ground or benches, making, aiding, or assisting in making any
disorderly noise, riot, or breech of the peace is prohibited.
SWIMMING
- Swimming is not allowed beyond 50 feet from any bank unless in a buoyed
area.
- No swimming in Lake Humphreys.
- Swimming is permitted at your own risk.
- Persons swimming from the shoreline must stay within 50 feet of the
shoreline, except in marked swimming areas.
- No swimming from boats.
- Persons swimming with an air mattress, innertube or similar device must stay within 50 feet of the shoreline. Swimming is prohibited:
within 300 feet from the dam; and within the boat house areas and launch
areas.
- Scuba diving is prohibited at all City owned lakes.
CAMPING
- Camping is permitted at designated City campsites.
- All camping permits should be obtained before a camp is set up.
- Camping hours are from 5:00 p.m. with quiet time from 11:00 p.m. to
sunrise.
- All city owned lakes are closed from sundown until sunup except for fishing
and camping activities.
- Camping upon any part of the Lake property, which is not specifically
designated and posted as a camping area by the Director is prohibited.
- Overnight camping units are not allowed to occupy a camping space for
a period of more than twenty-one (21) days. Campers must then vacate
that space. The camper may move to another space or lake if approved by
the Lake Superintendent.
- No one shall move or displace rocks, gravel or soil, dig holes, or build
mounds, or displace the bank protection or riprap.
- No one shall damage, destroy, displace or remove any trees, shrubs, picnic
tables, picnic seats, signs, fences, guard rails, boat docks, buildings or any
other public property whether manmade or naturally growing.
- No camper or ten shall occupy more than one (1) electric outlet per
permit, nor may any person plug another camper into their camper.
This does not prevent a camper from purchasing additional camping permits for
more electrical outlets.
- Campers will be permitted to erect a separate tent for their children (under
the age of 18) at no additional charge. However, the children's tent
should be within twelve (12) feet of the main camper or tent.
- No one shall throw or dispose of, in or upon the waters or City of Duncan
Lakes' properties, any filthy water or waste, scraps of food, fish, offal,
refuse of any kind, dead animals, expectoration or any body discharge, or any
substance which by its decay or putrefaction would tend to contaminate the
waters or adjacent soil or become offensive; provided that nothing in this
subsection shall be construed to prohibit the use of bait when used upon
hooks.
- NO raw sewage or gray waters may be released on the ground. All
waste waters shall be contained.
OFF ROAD VEHICLES
- No off-road vehicles are allowed to operate except where the area has been
set aside and proper permits have been secured.
- No three wheelers, four wheelers, dirt bikes, dune buggies, golf carts, or
anything related to them are allowed except as noted above.
FISHING
Permits/License
- State fishing laws must be observed and required fishing permits must be
obtained.
- All fishermen must have their own fishing permits.
- Man and wife fishing permits include man, wife and children up to sixteen
(16) years of age.
- Tube fishermen must buy "tube" permits as well as a fishing
permit.
Fishing Poles / Devices
- No more than two (2) fishing poles are allowed on manmade fishing
structures.
Trotlines
- Trotlines are permitted only at Lake Humphreys and Lake Fuqua only.
- No person shall have more than one trotline at any one time.
- Baited trotlines shall be checked once every 24 hours (weather permitting).
- All trotlines must be set at least one hundred (100) feet from the nearest
shoreline.
- Trotlines are limited to a maximum of fifty (50) hooks per permit
holder. Permit holders may have a maximum of two (2) trotlines (2
lines/25 hooks each) and all hooks must be a minimum of twenty-four (24)
inches apart.
- It is illegal to run another person's trotline without written permission.
- Trotlines shall be submerged to an adequate depth to allow safe operation of
boats.
- Permit numbers must be attached to a jug of each trotline along with the
owner's name and address.
- Trotlines must be removed at the end of the season.
Jug Lines
Archery and Bow Fishing
- Archery and bow fishing is permitted year around on Duncan Lake, Clear
Creek Lake and Lake Humphreys with a fishing permit.
- Fuqua Lake is closed to archery and bow fishing year round.
- Archery and bow fishing is permitted for non-game fish only.
Daily Limits
- Fuqua Lake will observe the twenty to twenty-six (20-26) inch slot length
limit for black bass. All black bass within these lengths must be
released.
- All other lakes will observe the fourteen (14)
inch minimum length for black bass.
- Daily bag limit is the same as state law except:
- Five (5) black bass
- Twenty (20) crappie - eight (8) inch minimum length except Duncan Lake where
the minimum length is six (6) inches.
- Fifteen (15) channel or blue catfish.
- No limit or perch, bullheads, or sand bass.
- Total limit is thirty-seven (37) game fish per person.
Restrictions
- Live wells are subject to be searched.
- Use of game fish for bait is prohibited.
- No noodling or grappling is allowed on city owned lakes.
- No person shall take fish from city owned lakes except by hook and line.
- No snagging or jerking unbaited hooks is allowed.
- No throw lines, drop lines, seines, throw nets or cast nets are allowed on
any city owned lake for any reason.
HUNTING
Permits/License
- Permits are required for Duck and quail hunting. Daily or annual
permits may be obtained.
- Permits are required for Raccoon
hunting. Seasonal only June through February. Raccoon hunting is
with dogs only - no weapons are allowed.
Duck Blinds
- Duck blinds must be approved by the Lake Superintendent prior to their construction.
Weapons
- The only hunting weapons permitted on City owned or operated property are
shotguns. No weapons are allowed for raccoon hunting.
Hunting Dogs
- Subject to compliance with all Federal, State and City hunting regulations, hunting dogs under the supervision and subject to the command of the owner are permitted in the designated hunting areas at the
four area Duncan lakes
for hunting or training to hunt duck and quail. Hunting dogs may enter the water only for retrieving dead or wounded birds during State established bird hunting seasons.
Trapping
Prohibited Acts
- Hunting is prohibited in the cabin areas of the lakes.
Bag Limits
- All State and Federal regulations apply.
Designated Hunting Areas
- All primitive areas are designated hunting areas.
HORSEBACK RIDING TRAIL
- Horseback riding trails are located at Duncan Lake.
MOUNTAIN BIKE TRAIL
- A five (5) mile trail for mountain bikes is located at Lake Humphreys.
- Trail permits are required.
